HISTORY

ECM International was founded in 1983 in El Paso, Texas, by Tom Cardenas. Our goal was to provide Program Management and Construction Management services in the southwest region of the U.S. We experienced significant growth in the first ten years managing industrial projects for multiple Fortune 500 companies as they located manufacturing operations into Mexico. Clients included Johnson & Johnson, Bosch, Packard Electric, AC Nielsen, Cardinal Health, and Mallinckrodt Pharmaceutical.

In 1994, ECM engaged in its first project for the City of El Paso as the project manager of a large renovation and expansion of the El Paso International Airport. Over the years, ECM has provided a wide range of program and construction management services for multiple City of El Paso projects, including the Plaza Theatre Renovation and Expansion, the award-winning Butterfield Trail Golf Course, ongoing Sun Metro Transit and El Paso International Airport work, and the Eastside Regional Park. The public works sector has developed into a significant segment of our business.

Also, in 1994, ECM began to build its Education resume with a large construction management opportunity for multiple El Paso region school districts. Since then, we’ve worked on a spectrum of projects for K-12 school districts, community colleges, and universities. In this realm, we’ve managed the construction of elementary, middle, and high schools, athletic facilities, research facilities, student housing, classroom buildings, and many other building types across Texas. Clients here include Texas Tech University, the Texas State University System, Sam Houston State University, El Paso Community College, and numerous Independent School Districts.

Being a registered engineering firm in the state of Texas, ECM’s infrastructure experience can be traced to its beginnings, performing due diligence studies and managing the development of large industrial campuses. Since 2007, ECM has significant infrastructure experience in the transportation and utility sectors. In addition, ECM has managed multiple construction projects for the El Paso Water Utilities and the El Paso Electric Company.

ECM grew into the Federal government sector in 2007. As part of a joint venture team, ECM was selected to supplement the program management effort for the $4.6 billion expansion of Fort Bliss Army Base. This was the military’s largest ever program at the time. This program gave us Federal experience and helped us build capabilities to do large, complex programs.

ECM established its Central Texas office in San Marcos, Texas in 2013. This not only expanded our reach across Texas but also strengthened our staff with seasoned knowledge and deep community familiarity. This office is currently engaged with multiple City, County and Higher Education projects. The Central Texas office staff is particularly experienced in alternative project delivery methods, contract negotiations, project audits, and bond facilitation and management.

In 2017, ECM established a TxDOT group to focus on the growing CEI programs throughout the state. The group emerged from the Local Government Project Procedures (LGPP) Qualification Program, experience with the Camino Real Regional Mobility Authority (CRRMA) Program, and years of industry experience as contractors and quality control consultants on large Design-Build projects throughout Texas. We began as a DBE firm, but quickly outgrew the certification from our growing success in CEI prime programs.

In 2022, ECM joined Johnson, Mirmiran & Thompson, Inc. (JMT) and became ECM, A JMT Division. Joining forces, ECM and JMT provide a wealth of in-house experience, services, and leadership to our clients throughout Texas and the Southwest. JMT is ranked #59 among the Engineering News-Record Top 500 Design Firms and provides engineering/architecture and related consulting services across the United States. ECM’s program management, construction management, and construction engineering and inspection experience augments that of JMT, which strengthens both firms’ abilities to provide quality services for clients across the Southwest U.S.
