Mr. Herrera has over 25 years of experience in the field of civil and environmental engineering, program, project, and construction management. As principal-in-charge, he has provided project and construction management services to multiple clients in a variety of sectors. As President of ECM International, Mel is responsible for supervising various projects, as well as managing overall daily operations of the company.

Mr. Gallo has over 22 years of project management experience within the infrastructure and utility arena and his areas of expertise include: contract negotiations, value engineering, construction management, civil design, cost accounting and cost analysis. Jaime thrives in heavy civil projects and has experience with TxDOT, Camino Real Regional Mobility Authority, El Paso Water, USACE, El Paso Electric, and the City of El Paso.

Mr. Whitman has over 36 years of comprehensive knowledge in the field of construction and has developed an impressive resume in Higher Education. His experience includes large programs involving academic, athletic, classroom, dining, healthcare, laboratory, library, parking and residential facilities. Terry’s client list includes Sam Houston State, Sul Ross, Texas Tech, Alamo College, Lamar and the Texas State University System.

Mr. Gonzalez has over 44 years of diverse construction experience in the fields of architecture, project management, and project controls. As a program manager, he handles large and complicated assignments, often with multiple and simultaneous projects. Arturo has tackled a wide range of projects including education, parks & recreation, municipal, headquarters and operations facilities and multi-family housing.

With over 29 years in the architecture, engineering and construction industry, Mr. Oleson has a diverse background in marketing, client relations, research, and strategic planning across multiple sectors and geographic regions. Scott has a well-honed ability to discover client needs and build an effective and high-quality team to provide solutions based on his experience in working with owners, developers, architects, engineers, general contractors and many others.
